- 
																Cook the pasta following the instructions on the package.
- 
																In a medium pot, pour the olive oil and stir-fry onion, carrot, garlic, and celery until browned.
- 
																Add the ground beef, season with garlic powder, salt, and pepper. Stir and add the water.
- 
																Put on a lid and cook for 8 to 10 minutes. Then add half cup of tomato sauce.
- 
																Stuff the shells with the ground beef.
- 
																In a baking mold, pour the rest of the tomato sauce and place the stuffed shells on the sauce.
- 
																Cover them with cheese and bake for 15 to 20 minutes.
-
